It is understood that the National Development and Reform Commission started the pilot project of regional high-tech industrial chain in 2008, and behind the implementation of the regional characteristic industrial chain is the macroeconomic policy of the state to support characteristic industries and promote the rapid development of local local economy.
In order to implement the relevant national planning such as the "Eleventh Five-Year Plan for the Development of High-tech Industry", give full play to the advantages of regional characteristics, promote the development of regional high-tech industries, promote the formation of industrial clusters that are mutually connected and coordinated, and accelerate the optimization and upgrading of regional industrial structure. And the transformation of economic growth mode, the National Development and Reform Commission has conducted a number of construction projects in Henan Province, and agreed to approve Henan high-hardness materials and products regional high-tech industrial chain.
The so-called super-hard material industry refers to the product industry consisting of synthetic steel, cubic boron nitride superhard materials and raw and auxiliary materials for synthetic superhard materials, production equipment and super-hard materials. chain.
The approval of the regional characteristic industrial chain in Henan Province also made Henan Province the first province in the country to obtain a state-supported regional high-tech industrial chain.
For this industrial chain construction, the state has key support directions: First, strengthen the weak links of the high-tech industrial chain, promote the formation and development of the industrial chain, and second, promote the industrial chain to extend and expand upstream and downstream.
Therefore, the National Development and Reform Commission approved the implementation of this regional high-tech industrial chain, which mainly includes four aspects: superhard material manufacturing, product processing, key equipment and innovation capacity building.
In these four aspects, the National Development and Reform Commission focused on supporting 10 projects planned by Henan Province, and arranged a total of 125 million yuan in subsidies.
“These 10 projects are selected from 59 projects in the “General Plan for High-tech Industrial Chains of Regional Super-hard Materials and Products in Henan Provinceâ€.†As the author of the above-mentioned program, Liu Mingyao said.
It is understood that the 10 demonstration projects supported by the National Development and Reform Commission have a total investment of 1.73 billion yuan. In addition to the state-sponsored subsidies, the rest will be invested by enterprises.

On the other hand, the key to Henan's super-hard materials industry to become a national regional characteristic industrial chain is that the industry has formed a relatively complete industrial chain with scientific research, talents, raw materials and enterprise scale, and government guidance and support.

At present, there are about 200 super-hard materials enterprises in the province, and Zhengzhou National High-tech Industrial Development Zone (hereinafter referred to as Zhengzhou High-tech Zone) has set up a super-hard material industrial park since 1999, with 40 or 50 large and small factories. The enterprise has become a veritable national superhard material industry base.
The 10 projects of the state subsidy fund obtained this time, only Zhengzhou High-tech Zone alone accounted for half of the country. Sanmao, Huajing and Fu Nike in the district have undertaken 5 projects and received subsidy funds of 65 million yuan, accounting for 52% of the total funds.
In addition to the industry's own role and unique advantages, Henan's super-hard materials industry can become the first regional industrial chain industry approved by the state, and it is also the result of the efforts of all relevant units, departments and enterprises to "do it".
New industry issues
Although Henan superhard materials have incomparable advantages in the country and even the world, with the gradual expansion of the application of superhard materials, Henan superhard materials will also face new development issues, and there is still much room for improvement. .

In terms of related equipment and products, Henan is still lagging behind Beijing, Hebei, and Guangdong.
