On June 18, 2007, the state issued a new export tax rebate policy for products, reducing the export tax rebate rate for superhard materials and various products from 13% to 5%, and implemented it on July 1, 2007. In order to cope with the changes in the situation and ensure that export enterprises have reasonable profit margins to maintain the normal operation of the enterprise and the healthy development of the entire industry, the Association recommends the following:
1. In response to the constant changes in the macroeconomic situation, enterprises should further increase their technical input and find ways to improve their technological innovation, technological innovation and product structure. And through internal control measures such as technological advancement, energy saving, management optimization, etc., reduce production costs and adapt to market changes.
2. In order to sustain healthy development, enterprises should have reasonable profit margins to ensure the investment of technological advancement of enterprises, and continuously provide quality products and services to customers. Due to the recent increase in prices of coal, oil, electricity and other energy sources, metal powder and other major raw materials, environmental protection investment, employee social insurance and wages and benefits, product costs have increased substantially. The current industry product prices are near the bottom line, coupled with this export. With the substantial adjustment of the tax rebate policy, enterprises have been unable to fully absorb the cost increase factors through their own efforts, so the price of export products should be adjusted accordingly.
3. Due to certain differences in the strength and digestibility of each enterprise, each of them will adjust the price of export products on July 1, 2007 according to the specific conditions of the enterprise.
