Recently, the Ministry of Environmental Protection and the National Development and Reform Commission jointly issued an announcement a few days ago to announce the results of the verification and treatment of coal-fired power plants that did not normally operate in 2009, including eight coal-fired power plants such as Sichuan Jialing Power Co., Ltd., due to abnormal operation. The off-gassing device and the over-emission of dioxide* were exposed publicly. According to the requirements of the two departments of the country, Jialing Power Plant must complete the task of rectification by the end of this year.

The reporter learned that the two departments have instructed 8 Sichuan coal-fired power plants, including 8 coal-fired power plants, to compile and complete the rectification plan for flue gas off facilities within 30 working days from the date of the announcement (September 16), and submit it to the Ministry of Environmental Protection for the record. Before the end of 2010, the task of rectification must be completed. The two departments also requested the provincial-level environmental protection administrative authorities of the eight locations where the eight units are located to determine, in accordance with the two-sector announcement of the amount of 2009 oxidation* emissions, that the total number of units (boilers) should be in full within 15 working days from the date of the announcement. Pay the amount of the 2009 CO2* pollutant discharge fee, verify the collected NO x emission charge, and recover the difference.

It is reported that as early as half a year ago, the municipal government also held a special meeting to study and made a decision on Jialing Power Plant to “discontinue production when the emission is not up to standard, and close it when there is no expected standard”. In order to prevent Jialing Power Plant from igniting without permission and causing environmental pollution, the Municipal Environmental Protection Bureau also requested Jialing Power Plant to perform “informing” procedures before ignition, and it must be allowed to ignite after the Municipal Environmental Protection Bureau has issued a written consent decision letter. According to the reporter's understanding, due to the aging of the unit of the Jialing Power Plant, black smoke and noise pollution could not be avoided during ignition. Therefore, since March, Jialing Power Plant has not conducted any ignition.
