Dear colleagues! Since the beginning of the new century, the rise of emerging market countries and developing countries has become an irreversible trend of the times. In recent years, the contribution rate of these countries to world economic growth has remained at a high level, reaching 80% in 2016, which is a well-deserved main engine. Recently, the world economy has shown a good trend, international trade and investment have rebounded, and a new round of technology and industrial revolution is gaining momentum. New industries, new technologies and new business forms are emerging one after another. In this sense, emerging market countries and developing countries face rare opportunities for development.
At the same time, we must also see that the downside risks and uncertainties of the world economy are rising simultaneously, the multilateral trade negotiations are struggling, the implementation of the Paris negotiation encounters resistance, the tendency of some countries to increase their internal care, the willingness to participate in international development cooperation, and the spillover of their policy adjustments. The effect is still fermenting. The world economy has entered a critical period of accelerated conversion of old and new kinetic energy. The game of interests and rules has become increasingly fierce. The external environment of emerging market countries and developing countries is more complicated and severe. If you do not advance in the water, you will retreat. Faced with the new situation, emerging market countries and developing countries need to work together and strengthen their confidence, work together to create a favorable development environment, strive to achieve greater development, and make greater contributions to world economic growth.
First, strengthen unity and cooperation and jointly build an open world economy. In the current era, countries are interdependent and mutually integrated communities of interests. Openness, tolerance, cooperation and win-win are the only correct choices. Engaging in beggars and zero-sum games will not help the world economy, and emerging market countries and developing countries will be the first victims. We must fight for the open world economy, firmly support the multilateral trading system, oppose protectionism, and guide economic globalization to achieve a rebalancing of inclusiveness and inclusiveness. We must base ourselves on our national conditions, effectively link sustainable development issues with our national development strategies, and continue to promote them to explore a sustainable development that is coordinated by the economy, society and the environment. the road. It is necessary to call on the international community to place development in an important position in macroeconomic policy coordination, play the role of the United Nations, make good use of the high-level political forum for sustainable development, and accelerate the implementation of the sustainable development agenda. The developed countries should be urged to keep their promises and increase support for developing countries in accordance with the principle of common but differentiated responsibilities. Recently, the United Nations development system is brewing reforms. We must promote reforms, focus on development, increase investment, and truly serve the needs of developing countries.
Third, strengthen unity and cooperation, and jointly grasp the historical opportunities for the restructuring of the world economy. Seize this opportunity, emerging market countries and developing countries may achieve cornering overtaking; losing this opportunity, the North-South divide, development imbalance will be further expanded. Therefore, we must be brave in innovation, dare to reform, drastically promote economic restructuring, and tap the development of endogenous motivation. At the same time, it is necessary to solve the problem of social policy bottoming, attach importance to safeguarding and improving people's livelihood. Dear colleagues! China attaches great importance to the 2030 sustainable development agenda, has formulated a national plan for implementing the agenda, established a demonstration zone for sustainable development innovation, and achieved many early gains in the economic and social environment. To promote international development cooperation, China will use the South-South Cooperation Assistance Fund, the China-United Nations Peace and Development Fund, and the Climate Change South-South Cooperation Fund to actively assist other developing countries in implementing the sustainable development agenda.
I would like to take this opportunity to announce that China will provide US$500 million in assistance under the South-South Cooperation Assistance Fund to help other developing countries cope with the challenges of famine, refugees, climate change and public health; China will also use the International Development Knowledge Center. Platforms such as the South-South Cooperation and Development Institute, and strengthen cooperation in development experience and capacity building with countries, and provide 40,000 training places for other developing countries in the coming year.
Four years ago, I proposed to jointly build the “Belt and Road Initiative” and received enthusiastic response from the international community. In May this year, China successfully hosted the “Belt and Road” international cooperation summit forum, and together with relevant countries and international organizations, outlined the “One Belt, One Road” construction cooperation vision and proposed a series of pragmatic measures to support the sustainable development of countries along the route. All parties believe that the concept and direction of the "One Belt, One Road" initiative, including policy communication, facility connectivity, trade smoothness, capital finance, and people's minds, are highly compatible with the 2030 sustainable development agenda, and can fully enhance docking and mutual promotion.
