The establishment of a renewable energy demonstration zone in Zhangjiakou City, Hebei Province, has recently obtained approval from the State Council and will implement four major projects: the development of large-scale renewable energy, the application of large-capacity energy storage, the construction of intelligent transmission channels, and diversified applications.

Based on the basic conditions for the construction of renewable energy demonstration zones, Zhangjiakou proposed five functions: building a low-carbon Olympics zone, a renewable energy technology venture city, a renewable energy integrated business district, a high-end equipment manufacturing cluster, and an agricultural renewable energy recycling demonstration area. The plan proposes to build an internationally leading low carbon Olympics area in Zhangjiakou. In respect of the supply of electricity and thermal energy for the Olympic venues, the Olympic Center and other venues use 100% of renewable energy to use renewable energy to achieve renewable energy sources for all buildings in the Olympic venues.

In terms of municipal administration, the use of heat for electricity in the office areas, schools, parks, squares and other public places in Chongli County (Olympic Area) is entirely based on renewable energy. In terms of transportation and transportation, in accordance with the concept of green and smart, we have established a renewable energy transportation system, and the transportation within the special zone has all been powered by renewable energy facilities. In terms of residential areas, the use of renewable energy in the Olympic Village, Chongli County, scenic areas and the surrounding rural heating are all adopted.

The plan proposes to promote the reform of the energy and power system in Zhangjiakou and establish a new type of planning management system, a power market system, a regional integration development mechanism, and a benefit compensation mechanism adapted to the large-scale integration of renewable energy into the power system.

Among them, in order to solve the problems such as restricting the current abandonment of wind, abandoning light, limiting power supply, and lack of renewable energy trading mechanisms, we will focus on the reform of the electricity price system including power generation, electricity use, transmission and distribution. Encourage enterprises to invest in the construction of local smart grids in a mixed ownership system, improve the power transmission mechanism across provinces (autonomous regions and municipalities) in the demonstration areas, and transmit power to the Jing-Jin-Ji region.

In addition, by determining the annual quotas for renewable energy power in the demonstration area as a percentage of local electricity consumption, the responsibilities of local governments, power grid companies, and power generation companies should be clarified, and renewable energy sources should be promoted on the spot.
