Earlier, Premier Wen Jiabao made it clear during his visit to Europe that it is necessary for China to manage and control rare earths, but at the same time take care of the needs of the world and will not use rare earth as a bargaining tool. Since the beginning of this year, the two batches of rare earth general trade export quotas issued by the Ministry of Commerce have reached a total of 24,281 tons, and the export volume still ranks first in the world.

Rare earths are scarce and non-renewable resources and are essential raw materials for cutting-edge industries and the defense industry. At present, China supplies more than 90% of the world's demand with 30% of the world's rare earth reserves, which is difficult to sustain in the long run. Japan is a major user of rare earths, and there are almost no rare earth mines in the country. According to the data, Japan has purchased a large amount of high-quality Chinese rare earths at low prices over the past 10 years and has reserved them. According to expert analysis, Japan’s rare earth reserves are sufficient for decades. Japan’s Minister of Economy, Trade and Industry, Otsuka, recently said that China’s exports of rare earths to Japan “have not returned to normal levels.” If he refers to the large number of disorderly and cheap exports in the past, then this “normal level” will never again appear. .

Every country has the right to use its own resources reasonably. China has long provided a large amount of rare earth products to the world at a low price. Now it is time to better consider the development of China's rare earth industry.
