The Ministry of Agriculture of the People's Republic of China and the Hainan Provincial Government signed the "Memorandum on Enhancing the Construction and Management of Nanfan Multiplication Base" in Haikou on the 3rd, striving to build a 50,000-mu-high standard Nanfan scientific research base and related supporting facilities by 2015, and build 100,000 by 2020. The relevant officials of the Ministry of Agriculture of China stated that this memorandum of understanding was signed with the Hainan Provincial Government to jointly plan, build, utilize, and protect the southern breeding base of seed crops in Hainan, and improve the seed testing and detection of southern seeds and plant quarantine pests. Xiao Jie, director of the Department of Agriculture of Hainan Province, said that Hainan Nanfan Base has played an important role in the development of China's crop seed industry. Since the founding of New China, about 80% of the newly cultivated new varieties of crops have been selected through the Nanfan base. Each year in the winter and spring season, about 5,000 scientists and technicians nationwide gather in Hainan for breeding and seed production. In 2011, Nanfan Base provided 35 million kilograms of seeds for major crops such as rice, cotton, and corn for the country. Among them, seeds provided by rice seed production can produce more than 50 billion kilograms of rice, accounting for about 10% of the total grain output in China.

According to the memorandum signed by both parties, the Ministry of Agriculture of China and the Hainan Provincial Government have jointly strengthened the management of Nanfan. The Department of Land and Resources Management of Hainan Province coordinates cities and counties such as Sanya, Lingshui, and Ledong, and plans to use 150,000 mu of land for the south of China in an area suitable for the implementation of crop seed propagation in the south of China. Among them, 50,000 mu is the Nanfan scientific research base, which is mainly used for scientific research and breeding, seed management, and biological security prevention and control, etc.; 100,000 mu is the Nanfan seed production land. The cultivated land used in Nanfan is designated as a basic farmland and strict protection is implemented. Strengthen the safety management and phytosanitary inspection of genetic materials in South China to ensure the ecological security of Hainan. Strengthen monitoring of alien species and effectively respond to pest invasion.
