At the signing ceremony of the Sino-French economic and trade cooperation project held on the same day, Chen Deming said that the Chinese government has reorganized and closed some small rare earth mines that do not meet environmental protection requirements due to the consideration of strengthening environmental protection, and shut down some small mines. Naturally, China's rare earth production has declined, and exports have also decreased. The Chinese government's measures to strengthen environmental protection have been interpreted as "political events" after some media reports.

Chen Deming said that China has 30% of the world's rare earth resources, but it accounts for 90% of the global rare earth production. Some countries have rich rare earth minerals, but they are not developed, but imported from China. He said that China is currently negotiating with rare earth consumer countries and storage countries, hoping to find a suitable solution to solve the problem of increasing supply and demand of rare earths. As a mineral resource, rare earths are non-renewable and global reserves are limited. China hopes to find a way to replace rare earths or resources in the future.
