The six rules issued by the “Rules” require Beijing, Tianjin, Hebei and surrounding areas to compress electrolytic aluminum and other production capacity.

On September 18 , the Ministry of Environmental Protection, the Ministry of Development and Reform, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, and the six ministries and commissions of the Energy Bureau jointly issued the Detailed Rules for the Implementation of the Action Plan for the Implementation of Air Pollution Prevention and Control in Beijing, Tianjin and Hebei. ( hereinafter referred to as "the Rules" ) , the target is proposed. By 2017 , the concentration of fine particulate matter (PM2.5) in Beijing, Tianjin, and Hebei will decrease by about 25% on the basis of 2012 , and that in Shanxi and Shandong will decrease by 20%. The Inner Mongolia Autonomous Region fell by 10% . Among them, the annual average concentration of fine particulate matter in Beijing is controlled at about 60 μg / m3.

In order to achieve the goal, the “Rules” require strict industrial and environmental access for Beijing-Tianjin-Hebei and surrounding areas ( including Beijing, Tianjin, Hebei, Shanxi, Inner Mongolia Autonomous Region, and Shandong Province ) . These regions may not approve new capacity projects in industries with severe overcapacity such as steel, cement, electrolytic aluminum, flat glass, and ships.

In addition, the "Rules" require Beijing-Tianjin-Hebei and surrounding areas to complete the "12th Five-Year Plan" backward production capacity task scheduled by the state one year ahead of schedule, and strictly control the state-sponsored investment projects in areas that have not completed the phase-out tasks on schedule, and suspend the region. Key industry construction projects are subject to approval, approval and filing procedures.

The "Rules" also clearly stipulates that Beijing-Tianjin-Hebei and surrounding areas will speed up the elimination of backward production capacity. Among them, by the end of 2017 , Tianjin will have a capacity control of less than 20 million tons within the administrative jurisdiction ; Hebei Province will have a capacity reduction of over 60 million tons by the end of 2017 ; By the end of 2017 , Shanxi Province will eliminate backward production capacity of 6.7 million tons ; by the end of 2015 , Shandong Province will phase out ironmaking capacity of 21.11 million tons, steelmaking capacity of 22.57 million tons, capacity reduction of more than 10 million tons, and control of less than 50 million tons.
